WorkForce Software’s EmpCenter System to Consolidate Time Collection Methods for Clackamas County, Oregon

Clackamas County Chose EmpCenter to Support Labor Distribution, Accruals, and Federal Compliance

Livonia, Mich., July 11, 2007 – WorkForce software, Inc., a leader in workforce management solutions, announced today that Clackamas County, Ore., selected its EmpCenter™ suite. The county licensed Time and Attendance, Accruals and Absence Manager, FMLA Manager, Employee Self-Service, and Activity Based Costing modules to support its workforce and increase productivity countywide.

Clackamas County had some challenges, including multiple time collection methods, nine union contracts, managing departments like public safety that work 24/7, and shifts that run 5 days on and 8 days off (5/8) and 4/10. County exempt and non-exempt employees may also qualify for differential pay rates and pay codes, pay reimbursement for tools, and healthcare costs, resulting in complex pay policies that made it difficult to maintain accurate records.

EmpCenter will streamline time collection for the county’s employees, automate union contract rules, enforce state and federal regulations like FLSA, track accruals, and monitor absences and FMLA time for each employee.

“We received a number of proposals for a new workforce management system, but quickly narrowed the list based on technical merit, experience, and background of the vendors,” said Purchasing Manager Lane Miller, Clackamas County. “Our 3-phase project was designed to find the right vendor for the project—WorkForce Software.”

“Because WorkForce Software rated 20% higher in project understanding and implementation methodology, and proof-ofconcept during its software demonstration, it was the unanimous vendor of choice,” said Miller.

Municipal government employees often work on several projects during a pay period, each with different pay rates and/or pay codes, and the EmpCenter Activity Based Costing module will support the pay calculations for various projects. This accuracy ensures that employees are paid appropriately for their time and helps the county better manage its budgets.
