EmpCenter to Automate Complex Timekeeping and Billing Requirements for the City of Roseville
Livonia, Mich., March 28, 2007 - WorkForce Software, Inc., a leader in workforce management solutions, announced today the City of Roseville, California signed a contract for its web-based EmpCenter software solution and services. The city licensed EmpCenter’s Time and Attendance, Accruals and Absence Manager, FMLA Manager, Activity Based Costing, Employee Self-Service, and Multiple Assignments to support its complex requirements for up to 1,700 employees, including seasonal workers.
For years, the City of Roseville used a web-based system developed by a local firm, but it lacked functionality to support complex business processes and required manual tracking of FMLA events, future time-off balances, workers’ compensation time, and more. The city debated whether to develop a system in-house or license a packaged system to automate its workforce management. The selection committee opted for the latter, and chose WorkForce Software’s EmpCenter after a thorough evaluation.
“We chose EmpCenter for several reasons, but its configurability was a key differentiator among other vendors,” said Accounting Manager Sandra Ikeda, City of Roseville. “Without the additional costs of customizing the software, EmpCenter will be an easily configurable system that will support our requirements and help streamline our processes.”
The list of software requirements for the City of Roseville included a web-based platform, automating timekeeping, employee self-service capabilities, ability to track and bill time to multiple projects or work orders, ad hoc reporting, and several critical interfaces. EmpCenter will synchronize data with the city’s payroll system, general ledger, accounts receivable, the fire department’s scheduling program, TeleStaff, and various work order systems to reduce redundant data entry and ensure accuracy in billing, scheduling, and hours. For example, the accounts receiveable interface will help generate accurate and timely billing to increase cash flow to the city by allowing the city to bill for services it provides to land developers..
EmpCenter provides the City of Roseville with various options for capturing employee time, including online timesheets, a web clock, biometric timeclocks, and badge swiping timeclocks. “As we go through the implementation, we will figure out the most efficient method of capturing time and other information for the various types of employees and their corresponding pay periods, pay rates, etc.,” said Ikeda. “We know a number of employees will use the online timesheets, which can be a self-service function, but we know that isn’t the best method for all employees, such as our police and fire departments and other field crews. We like that we have options, so we can implement the most efficient system.”
“The City of Roseville is growing at a rate quadruple that of the overall U.S. population, and the city is involved in several IT related projects to accommodate the growth,” said CEO & President Kevin Choksi, WorkForce Software. “We look forward to the city leveraging the automation and billing features EmpCenter supports. We know our solution will streamline current business processes and help the city comply with the complex wage and hour regulations that all California employers face.”
